Abstract:
This data set contains the Submerged Lands Act boundary line (also known as State Seaward Boundary (SSB) and Fed State Boundary) in ESRI Arc/Info export and Arc/View shape file formats for the MMS Pacific Region. The SLA defines the seaward limit of a state's submerged lands and the landward boundary of federally managed OCS lands. In the MMS Pacific Region it is projected 3 nautical miles offshore from the baseline. Further information on the SLA and development of this line from baseline points can be found in OCS Report MMS 99-0006: Boundary Development on the Outer Continental Shelf. Because GIS projection and topology functions can change or generalize coordinates, these GIS files are NOT an OFFICIAL record for the exact Submerged Lands Act Boundary.
Purpose:
The Submerged Lands Act boundary line and other cadastre information the MMS produces are generated in accordance with 30 Code of Federal Regulations (CFR) 256.8 to support Federal land ownership and mineral resource management.
Supplemental_Information:
The MMS is making its existing cadastre data available at websites <http://www.mms.gov/ld/leasing.htm> and <http://www.mmms.gov> and on CD-ROM. These data will include digital images of MMS data at the regional, planning area, Official Protraction Diagram (OPD), and Supplemental Official OCS Block Diagram (SOBD) levels and digital spatial data in Arc/Info export or Arc/View shape format at the regional or planning area levels.

The Submerged Lands Act boundary line coverage was topologically cleaned with Arc/Info's 'CLEAN' command using a fuzzy tolerance of 0.000002 applied to the coverage in longitude/latitude coordinates. The data was then converted to Arc/View shape files.
